KONAMIは、PS3版とXbox360版の『ワールドサッカー ウイニングイレブン 2009』において、2009年3月28日（土）に、最新のイングランド代表ユニフォームと、最新の選手データの配信を開始した。
最新のイングランド代表ユニフォームは、同日の親善試合・スロバキア戦より使用されているもの。
そして選手データでは、欧州クラブチームの2008-09シーズンの冬の選手移籍データ（2009年2月現在）が反映された。さらに、一部の選手に関しては、シーズン前半の活躍を反映した能力値に変更されている。
なお、ダウンロードコンテンツでデータの更新を行うと、一部のエディットデータが初期状態に戻される。また、オンライン対戦ではダウンロードコンテンツを適用したバージョン同士でしか対戦プレイが行えなくなる。
